The Los Angeles City Council is poised to vote on a motion this Friday aimed at compelling the owners of Oceanwide Plaza in Downtown LA to address the pervasive graffiti covering all three towers of the development.

Motion Details

Introduced by Councilman Kevin De Leon of the 14th district, the motion calls for the developers, hailing from China, to undertake the following actions within a strict timeline of two weeks:

  1. Removal or coverage of all graffiti present on the towers, including every floor.
  2. Installation of stronger fencing around the property to fortify security measures.
  3. Hiring of private security personnel to safeguard the premises.

Failure to comply with these requirements could result in the imposition of a lien on the property by the city.

Councilman’s Statement

Councilman De Leon emphasized the urgency of the situation, directing a message to Oceanwide developers, stipulating the necessity to rectify the current state of the property promptly.

He denounced the existing vandalism and urged the implementation of robust measures to address security vulnerabilities.

Background on Oceanwide Plaza

Oceanwide Plaza, a billion-dollar development project, has remained vacant since 2019 following financial setbacks experienced by the Beijing-based developers.

Originally slated to feature condominiums, a shopping mall, and a luxury hotel, the project has been stalled for several years.

Recent Vandalism Incidents

The towers of Oceanwide Plaza have become targets for graffiti artists from across the country in recent weeks, exacerbating the blight on the property.

Several individuals have been arrested and charged with offenses related to vandalism and trespassing.

Call for Property Sale

Councilman De Leon expressed hope for a resolution to the ongoing issues surrounding Oceanwide Plaza, advocating for the sale of the property to a financially capable buyer who can address existing liens and complete the development.

Conclusion

The proposed motion underscores the city’s commitment to addressing blight and security concerns at Oceanwide Plaza.

If approved, it would compel the property owners to take immediate action to mitigate graffiti and enhance security measures, with potential consequences for non-compliance.
